No. Convenience-store T-money top-ups require Korean won in cash; foreign credit cards are not accepted for the recharge itself. Some ticket or recharge machines at selected subway stations may support overseas cards, but that is not the convenience-store rule. Keep enough won cash for a standard convenience-store recharge.
