Quick answer: Hometax (국세청 홈택스) is the National Tax Service portal used for actions such as individual income-tax filing, year-end settlement refund checks and income-certificate issuance. It is for residents handling Korean tax matters, not short-term tourist shopping refunds. Registering as a Foreigner

  1. Choose the individual sign-up path.
  2. Enter your Alien Registration Number and your registered name.
  3. Select an available identity-verification method and complete the account setup.

An Alien Registration Card is required for registration and for obtaining a digital certificate. Enter the name attached to your registration record rather than changing its spelling or order to match a preferred English format. Choosing a Login and Verification Method

Public or financial certificate

A 공동인증서 or 금융인증서 can be issued through a Korean bank and used for Hometax authentication. A Korean bank account is also generally needed to receive a tax refund. See the separate Korean bank-account guide for foreign visa holders for that prerequisite.

Simple authentication

간편인증 through KakaoTalk, Naver, PASS or Toss covers most common Hometax functions as of 2026, including income-tax filing, the simplified year-end settlement service, certificate issuance and refund-status lookup. These apps generally expect an existing Korean mobile-carrier number tied to your identity. Confirm that your specific carrier and plan support the chosen service before relying on it.

Check one identity record at a time: registered name, ARC number, mobile subscriber details, then the bank certificate or simple-auth account. Repeating the same login without resolving a mismatch will not correct the underlying record.

What If None of the Login Methods Works?

Call the National Tax Service Foreign Taxpayer Service Center at 1588-0560 and select the English-language option. If the issue cannot be resolved remotely, visit an NTS office in person with your identification and the details of the failed authentication method.
