Why current official pages require a careful check

Korea has operated a VAT-refund track for eligible foreign visitors receiving specified cosmetic medical services at participating institutions. It is separate from the retail tax-free system used for shopping. However, the official sources available in August 2026 do not align cleanly: Medical Korea still describes cosmetic-surgery tax-refund support as available, while the current statutory text displayed by the National Law Information Center refers to eligible services supplied through December 31, 2025. That conflict means a traveler should not rely on an old blog, a marketing claim or a percentage such as 7-8% without fresh written confirmation.

What to verify before paying

• Ask whether the exact institution and exact service qualify under rules effective on your treatment date. Registration for foreign patients does not by itself prove that every service is refundable.
• Request the tax-inclusive price, potential refund amount, operator fees and final out-of-pocket total as separate written figures.
• Ask which refund operator and document will be used, the submission deadline, and what happens if the claim is rejected.
• Confirm the answer independently with the Medical Korea Information Center or another current government channel, especially when a refund materially changes your decision.

Protect your records and budget

Keep the original receipt, itemized treatment statement, passport-related eligibility documents and any refund form. Photograph them before leaving the clinic. Never hand over passport or payment information to an unverified intermediary, and do not accept a verbal promise as a price reduction. If the clinic cannot identify the current rule and refund operator in writing, budget the full tax-inclusive amount and decide whether the treatment still makes sense without a refund.
