Korea arrival customs declaration: what foreign visitors need to declare

Why some English instructions look contradictory
One Customs English arrival page still says all overseas travelers submit a personal-effects form. Newer, specific first-party material establishes the current rule. Customs announced that from May 1, 2023, travelers without declarable goods no longer needed to prepare or submit the form. Its May 2024 review repeated that the former all-traveler obligation had been abolished.
The current Gimpo Airport Customs procedure gives the same operational split: paper or mobile declaration when you have declarable goods; otherwise omit the form and use the Nothing to Declare channel. This guide follows those newer dated sources and does not treat the older English sentence as current.
Start with a complete inventory
Do not ask only, “What did I buy abroad?” Include gifts, free samples and goods bought at duty-free shops. Commercial goods, repair items and belongings that will leave Korea again may also need separate treatment.
Group what you carry into ordinary personal belongings; purchases and gifts; food, plants, animal products and medicines; and high-value, commercial, temporary-import or cash-like items. Keep receipts with purchases. For regulated items, save the exact product name, ingredients or specifications and any prescription, permit or ownership document. An unlabeled bag or translated nickname may not identify an item well enough.
The USD 800 allowance is not universal permission
The current Customs passenger guide lists a general allowance of USD 800 or less for the total taxable value of qualifying goods. It lists separate limits for alcohol, tobacco or e-cigarette liquid, and perfume. Those figures and definitions can change, so check the current Customs table instead of an old screenshot.
Categories that deserve a declaration check
The current Customs guide lists goods over allowances; commercial merchandise, samples and repair goods; weapons and related items; narcotics and medicines that may be misused; animals, plants, agricultural products and food; CITES-protected items; intellectual-property-infringing goods; temporary imports or reimports; goods intended for Customs custody; and means of payment above the applicable threshold.
This is a planning summary, not the full legal list. If an item resembles a controlled category, confirm it with Korea Customs Service or the responsible agency. Do not infer permission because a specific brand or ingredient is absent from one webpage.
Customs, quarantine and immigration are separate
Immigration decides whether and on what status you may enter Korea. An e-Arrival Card, visa or K-ETA situation does not decide whether belongings must be declared.
Customs examines belongings, allowances, duties, restricted goods and means of payment. Quarantine and product-control authorities protect human, animal and plant health and enforce item-specific laws. Customs may direct an item for another inspection.
Airline carriage and security screening are separate again. An airline can refuse an item that Customs could otherwise admit, while an item accepted in checked baggage may still be restricted from import.
Paper or mobile declaration
The official electronic traveler-declaration page currently offers Korean, English, Chinese and Japanese. Customs also says declarable travelers can use a paper or mobile declaration.
Complete an electronic declaration only through the official customs.go.kr service, confirm that submission was accepted and keep the resulting screen or code available. If it fails, use the paper or staffed route instead of switching yourself to Nothing to Declare. Do not enter passport and purchase details into an unofficial app or website.
Prepare before reaching the channel
After baggage claim, be ready to explain what the item is, its material or ingredients, quantity, purchase place and value, and whether it is for personal use, work, sale, repair or later re-export. Keep prescriptions, permits and certificates accessible rather than buried in baggage or an account that needs roaming.
If companions pooled purchases, do not rearrange ownership to create a lower declaration total. Ask Customs how allowances apply to the actual travelers and goods.
Choose the channel after baggage claim
If you submitted a declaration or carry an item that may require one, follow declaration signs or ask an officer. Have the goods and evidence ready. A declaration requests the correct treatment; it does not mean the item will automatically be taxed or refused.
If you have no declarable goods, current instructions allow you to omit the form and use Nothing to Declare. That route does not waive inspection. If uncertain, ask before committing to it rather than choosing by queue length.
Voluntary declaration and penalties
The current passenger guide describes a duty reduction for voluntary declaration and additional tax when undeclared goods are detected. These legal and tax details can change and individual results depend on the facts, so recheck the figures before travel.
The durable practical rule is to declare accurately before detection. Do not split purchases, alter receipts or label commercial goods as personal belongings to avoid review. Koursea cannot calculate a binding duty amount or guarantee clearance.
Special situations
Medicines
Carry original packaging, the active ingredient, quantity, prescription and a brief medical letter when relevant. A foreign prescription or ordinary availability elsewhere does not establish Korean import permission.
Food and agricultural products
Packaged does not mean exempt. Meat, fruit, vegetables, seeds, plants, animal products and other foods can trigger declaration and quarantine rules. Keep labels intact.
Equipment you will take home
Professional tools, instruments, samples and high-value equipment may not fit ordinary tourist belongings. Prepare proof of ownership and intended re-export and seek formal guidance before arrival.
Cash and other means of payment
Customs lists means of payment over the equivalent of USD 10,000 among declarable goods. The calculation is not limited to US-dollar notes. Confirm which currencies, Korean won, checks or other instruments count in your situation.
